Patients inside of the mental hospital run by Dr. Abdurrahman Ali, known as Dr. Habeb, his nickname, in Mogadishu, Somalia on Sept. 8, 2011. He explained that their policy is to never use chains to restrain patients. Two patients were in locked shackles. His explanation is that these patients have recently run away and on the streets were at risk of being killed by TFG or AMASOM troops if they didn't respond properly to commands.
